Eligibility conditions for participation in the apartment
building renovation programme
- Participation is open only to apartment buildings (an apartment building is a residential building with three or more apartments, which may also include non-residential premises such as commercial, administrative, catering, or other facilities).
- The apartment building must have been constructed under building permits issued before 1993.

The primary objective of housing modernisation is to improve the energy efficiency of apartment buildings. According to data from the Environmental Project Management Agency, renovation helps to save on averagearound 50–70% or even more of the energy used for building heating. It is also important to note that the state partially compensates expenses incurred for renovation measures aimed at increasing energy efficiency.

- Renovation is approved at the meeting
